From phones to internet data, SPAK strengthens the interception system
The Special Prosecution Office Against Corruption and Organized Crime (SPAK) is significantly strengthening its electronic interception and monitoring capacities.
Phone seizure and wiretapping remain the basis of SPAK's investigations, but 2026 seems set to bring an earthquake to the world of crime and politics, as SPAK has spent a full 5.1 million euros on two projects in this regard. These are the procurement of the IMSI Catcher wiretapping device and the modernization of the existing wiretapping system, according to the institution's official report.
The projects were approved by decision no. 188, dated June 9, 2025, by the Inter-institutional Committee for Measures Against Corruption and Organized Crime and are expected to be implemented during 2026.
IMSI Catcher, technology for identifying and capturing phones
One of the key elements of the investment is the IMSI Catcher, a technological device used by law enforcement agencies to identify and monitor cell phones in a given area.
This device works by simulating a telephone antenna, causing nearby phones to connect to it. In this way, authorities can identify the IMSI (International Mobile Subscriber Identity) numbers of SIM cards and locate devices used by people under investigation.
According to the report, the estimated cost of this device is around 1.8 million euros. The technology is considered an important tool for investigations into organized crime and corruption, as it enables the identification of devices even when different SIM cards or temporary phones are used.
Modernization of the interception system
In parallel with this investment, SPAK has also planned to update the interception system to the latest MC22 version, a process that includes several technical improvements.
According to the report, the modernization includes:
-Updating the system software to version MC22, which increases stability and data analysis capabilities;
-Addition of the IP Data Module (MPD), which enables the interception and analysis of communications over the internet, such as data traffic and digital communications;
-Increasing data storage capacity, allowing for the archiving of a larger amount of intercepted information.
The cost of this project amounts to 3.3 million euros.
Increased surveillance and investigative capacities
The SPAK report shows that the use of wiretapping remains one of the main instruments of investigations. During 2025, 3004 terminal devices were intercepted, mainly mobile phones of persons under investigation.
According to the report, in some cases, new criminal facts outside the initial scope of the investigation have been identified from the interceptions, leading to the registration of new criminal proceedings.
At the same time, the National Bureau of Investigation (BKH) has also established the Preventive Interception Section, while investigators have increased access to 22 national and 3 international databases, with negotiations underway for access to other institutions and the European EMPACT platform. /Pamphlet
