
The Vlora Local Bar Association has requested the Special Prosecution Office, SPAK, to launch an investigation into the Vlora Cadastre. In the request addressed to SPAK, the Bar Association requested that the malfunctioning and abuses found in the Vlora Local Directorate of the State Cadastre Agency be investigated.
It further states that delays, arbitrariness and questionable practices in the Vlora Cadastre have severely harmed citizens and businesses, hindering economic development and increasing judicial conflicts.
The Chamber of Advocates also emphasizes that there are reasonable suspicions of illegal actions, which may constitute criminal offenses such as abuse of office, passive and active corruption, and obstruction of justice.
Reaction of the Vlora Local Bar Association:
On the malfunction and mismanagement of the State Cadastre Agency, Vlora Local Directorate
Directed by:
1. Citizens of the Municipality of Vlora, the Municipality of Selenica and the Municipality of Himara.
2. The Prosecutor's Office at the First Instance Court of General Jurisdiction of Vlora.
3. Special Prosecution Office against Corruption and Organized Crime (SPAK)
Based on:
- The Constitution of the Republic of Albania, which guarantees the right to property and legal security of citizens;
- Law No. 111/2018 “On Cadastre”, which defines the principles and responsibilities of the State Cadastre Agency;
- The competences of the Chamber of Advocates for the protection of the legal rights of citizens and its role as the voice of the legal profession;
The Vlora Local Bar Association STATES:
1. That the Local Cadastral Directorate in Vlora has become a hotbed of mismanagement and abuse, producing massive legal uncertainty and undermining property rights.
2. That delays, arbitrariness, and questionable practices have severely harmed citizens and businesses, hindering economic development and increasing judicial conflicts.
3. That there are reasonable suspicions of illegal actions, which may constitute criminal offenses such as abuse of office, passive and active corruption, and obstruction of justice.
Vlora Local Bar Association:
1. Publicly condemns the malfunctioning and abuses found in the Local Directorate of the State Cadastre Agency in Vlora.
2. Requests urgent intervention by the central leaders of the State Cadastre Agency to immediately stop abuses and restore transparency.
3. Requests from the Prosecutor's Office at the First Instance Court of General Jurisdiction in Vlora the immediate initiation of investigations into any suspected criminal act committed by officials and employees of the Vlora Cadastre.
4. Requests from the Special Prosecution Office against Corruption and Organized Crime (SPAK) a full investigation of any violation that constitutes corruption or abuse of office at a high management level.
The Vlora Local Bar Association is committed to closely following developments and, in the event of inaction by the relevant institutions, to take further legal and international steps to protect the rights of citizens and strengthen the rule of law.
This reaction is a public act, a direct and strong call for accountability, criminal investigation, and immediate action by responsible institutions.
