The Steering Committee of the Albanian Bar Association has reacted with utmost concern to the serious event that shook the judicial system: the murder of the judge of the Court of Appeal of General Jurisdiction, Astrit Kalaja. In an official statement, this act was described as one of the most serious and unprecedented attacks on the justice system in the country.
In the emergency meeting held after the event, the Steering Committee unanimously decided to cease all participation in judicial and investigative processes throughout the country, for the dates of October 9 and 10, 2025. The boycott will include all levels of trial and all types of cases – criminal, civil and administrative.
" This is an act of awareness for the entire society and justice institutions. We demand immediate and serious commitment from politics, the High Judicial Council, the High Prosecutorial Council, the ILD and all institutions to guarantee the life and activity of all justice professionals ," states the decision signed by the president, Prof. Dr. Maksim Haxhia.
The boycott will not extend to hearings on security measures in criminal proceedings. Meanwhile, all presidents of the Local Bar Associations have been ordered to implement this decision immediately and fully.
DECISION/ STEERING COMMITTEE OF THE ALBANIAN BAR ASSOCIATION
The Steering Committee of the Albanian Bar Association follows with great concern the event regarding the murder of the Judge of the Court of Appeal of General Jurisdiction, Mr. Astrit KALAJA, as the most serious and unprecedented event ever to occur in the justice system.
The Steering Committee of the Albanian Bar Association unanimously decided to boycott all investigative and judicial processes, for criminal, civil and administrative matters, at all levels of trial, on October 9 and 10, 2025.
This boycott is a call to all Albanian opinion, politics, the High Judicial Council, the High Prosecutorial Council, the High Inspector of Justice, as well as the parties to the case, to engage with maximum responsibility in ensuring the life and health, as well as the activity and activity of judges, prosecutors, and lawyers in the exercise of their duties in the realization and functioning of justice.
This decision does not extend its effects to security measures in criminal proceedings.
All presidents of the Local Bar Associations are ordered to execute this decision.
