It is no longer a hypothesis that there are prosecutors within SPAK who, involved in clientelistic interests and family and friendly ties, have not included officials, politicians, oligarchs, traffickers and their friends in investigation processes, even though BKH investigators have sent them files with evidence about them.
This was also done by SPAK prosecutor Ols Dado, with the "Jorgo Goro" file for the stolen land in Himara, where spouses Olta Xhaçka and Artan Gaçi started the construction of the "Dreamades Luxury Suites" resort, through their company "AGTCC Hotel Management".
Although the group of investigators and experts of the BKH submitted to prosecutor Ols Dado numerous incontestable written evidence, proving that the couple Artan Gaçi and Olta Xhaçka had staged the land robbery in Himara with false papers, he did not include them in the investigation and criminal proceedings, as co-authors of the crime with former mayor Jorgo Goro and 3 others.
Prosecutor Ols Dado ignored the evidence presented by the BKH, and took the file to court, without registering spouses Olta Xhaçka and Artan Gaçi as defendants, although they had committed the crime of land robbery, while Jorgo Goro made it official with a decision.
This is not what the "Pamphlet" says, but the decision of special judge Flora Hajredinaj on April 1, 2025, with which she ordered prosecutor Ols Dado to indict the Xhaçka-Gaçi spouses in the investigative file of Jorgo Goro, with the charges of "Abuse of office, falsification of documents resulting in theft of property and money laundering in collaboration."
We are asking a logical question, based on the moral code and the Code of Criminal Procedure, after this scandal of concealing a crime by the SPAK prosecutor himself:
- Will the head of SPAK, Altin Dumani, prosecute prosecutor Ols Dado, who left the Xhaçka-Gaçi couple out of the investigation, ignoring the evidence submitted by BKH investigators and experts?
Because logically, before SPAK prosecutors investigate and bring suspects and accused to justice, they must crack down on the crime within the SPAK team, which in this case was committed by prosecutor Ols Dado, by bringing his two friends Olta Xhaçka and Artan Gaçi to justice.
Following the decision of Judge Flora Hajredinaj, the head of SPAK, Altin Dumani, should criminally prosecute prosecutor Ols Dado, and request the ILD and KLP to suspend him.
Because, on December 16, 2022, when he was elected head of SPAK, Altin Dumani took this oath - "If during my term as head, favoritism is found by prosecutors and investigators of SPAK and BKH, those who do it will be arrested, and even arrest me if I favor crime."
