But on Thursday, January 11, 2024, Minister Balluku asked the Minister of Finance, Ervin Mete, to allocate an additional fund worth another 15 million Euros, for the continuation of the works on "Rruga e Arbri.
Her request was accompanied by a report from the Director of Roads, Evis Berberi and a preventive act and agreement with Bablok's client Rrok Gjoka, where it is stated that this additional fund will serve as support and guarantee that the road will be completed within the year 2024 as promised by the prime minister.
"Rguga e Arbri" should have been completed by 2020, but it has entered the sixth year of works and is not being completed, since the funds have been stolen, while the government continues to add millions of Euros... to compensate for the thefts.
Even in 2023, Minister Belinda Balluku started with an additional 18 million Euros for Rrok Gjoka. In April 2023, just 1 month before the local elections, he added 15 million Euros, with a fictitious budget, for allegedly "unforeseen security works".
We recall that in the parliamentary debate on the 2023 budget, the former Minister of Finance, Delina Ibrahimaj, stated that with the "Arbri Road" and the concessionaire Rrok Gjoka, the financial accounts of 345 million Euros were finally closed, according to the basic cost and additional costs.
It is not a coincidence that every time there are elections, "unanticipated" works or "demolition of tunnels and slopes" suddenly appear on "Rruga e Arbri", adding millions of Euros to the fund of the contract approved in parliament.
Even this year, it started with another 15 million Euros, with the argument that the builder Rrok Gjoka is looking for other financial support, so that, according to him, he will finish the road within 2024, and not in April 2025 as was the last promise.
On March 18, 2021, 25 million Euros were added for this road, for allegedly the second collapse of the Murriz tunnel and the emergency of its completion within that year, but the fact that the millions were given 1 month before the April 25 elections and the tunnel has not not completed yet, creates suspicions that they were stolen and used for votes.
It is not known how long the construction of this "golden" road will be delayed and how many more million Euros will be added to it until the 2025 elections./ Pamphlet
