KLSH issues alarm: Municipality of Vora in financial difficulties...
It was supposed to be one of the most financially consolidated municipalities, but the Municipality of Vora has entered a financial crisis. The alarm has been sounded by the Supreme State Audit Office.
Historically, this municipality has been coveted by the parties, for the sole reason that big money is generated there. The largest companies in the country are located on the Tirana-Durres axis and it is the Municipality of Vora that has to collect taxes. However, after the appointment of Blerim Shera as its head in 2022, it seems that the municipality is in difficulty.
This is stated by an audit by the Supreme State Audit Office, which has reviewed the implementation of the budget and the collection of revenues since 2023.
" From the audit on the planning and execution of the budget of the Municipality of Vora, it was found that the initial budget planning for the expenditure item from the planned value of 1,748,708 thousand lek was realized at the value of 1,275,699 thousand lek or 73%, due to the failure to analyze revenues. The financial situation of the Municipality of Vora, according to the data on budget expenditures for 2023 and the status of unliquidated invoices at the end of the fiscal period, is presented at the level of 34.67% of the approved annual expenditures, data which show that this municipality is in a state of financial difficulty ," says the SAI.
The report states that total revenues from the administration of local taxes and fees were realized in the amount of 408,964 thousand lekë or 72.34%, causing insufficient financial resources to liquidate the projected expenses, with an impact on the increase in the stock of arrears. For the 2023 budget year, unrealized revenues amounted to 156,336 thousand lekë compared to the annual forecast of 565,300 thousand lekë.
" The tax liability in the Municipality of Vora resulted in the value of 376,288,910 lek until 31.12.2023, against the value of 302,825,456 lek, reported by the Municipality of Vora. The failure to fully account for all debtors in the value of 46,244,026 lek, as well as the failure to report on arrears belonging to the period 2004 - 2020 in the value of 27,219,428 lek, in total 73,463,454 lek, does not represent the real situation of the debtors. From the audit of Account no. 401-408 "Suppliers and related accounts" it was found that the Directorate of Financial Management has not liquidated the invoices of the years 2006 - 2020, for the value of 11,506,064 lek, to some suppliers of who have not provided the Municipality of Vora with services and products in accordance with the signed contracts. These invoices should not have been accounted for in the system, and recognized as obligations of the Municipality of Vora, as long as the supplies have not been made according to the contracts signed between the parties. Also, the late payment by the Municipality of Vora, in the settlement of contractual obligations, exposes the unit to legal risks , "the report emphasizes.
There are undoubtedly old debts, but if you look at the entire KLSH report, it seems that Blerim Shera continues to cheat businesses. The main problem, according to KLSH, is that the debts have not been collected. There are two elements here: Either a lot of money is given in cash, or Blerim Shera is not up for the job. /Pamphlet
