After 3 years of tracking and investigation, the Italian police and anti-mafia, on October 20, 2023, arrested fishermen Qemal Beu and Syrjan Tola in flagrante delicto, while Dorian Beu was arrested on August 25, 2025 on Mount Tomorri, after four years of being wanted by Italian justice and after two years of being wanted by SPAK.
They were arrested while transporting 120 kilograms of cocaine, 15 kilograms of heroin, 129 kilograms of marijuana and 92 kilograms of hashish destined for Milan, Turin, Bergamo and Brescia.
They carried out the trafficking to Italy via ships part of the "Durres Fishing Port Management Organization", where Gjergj Luca and the "anti-mafia supporter" of the DP, fisherman Klodian Kapiti, are partners with the traffickers Qemal Beu, Dorjan Beu and Syrjan Tola.
The fishermen's organization, with partners from the "Luca-Beu" gang, was created on June 8, 2020, taking free use of the New Fishing Port-Durres with a rental agreement signed by Edi Rama; together they have even added several gratitude banquets on ships.
But 8 months after its creation and 4 days after the Italian justice file arrived at SPAK, the trafficking partners closed the activity, for which partner Klodian Kapiti also signed.
But although the "Durres Fishing Port Management Organization" has been closed since February 25, 2021, the port has continued to be administered by the "Luca-Beu" drug gang for more than five years.
