Germany is preparing a broad plan to strengthen civil protection in the event of war or major crises, according to a report by the German newspaper Bild.
The project includes modernizing shelters, purchasing 110,000 camp beds, and creating an app that will direct citizens to the nearest safe area.
The question that is returning to the center of public debate in Germany is one that has haunted the country for decades: “ What happens if the Russians come? ” The Federal Ministry of the Interior, headed by Alexander Dobrindt, which is responsible for civil protection, is trying to provide the answer.
According to Bild, the Interior Minister's plan is expected to be approved by the government cabinet and is based on three main pillars: a clear mission, better equipment and general training for civil protection.
The Ministry plans investments of around 10 billion euros by 2029 to strengthen the protection of the population. The project includes:
-purchase of more than 1,000 special vehicles,
-providing at least 110 thousand camp beds,
-modernization of the infrastructure of the THW technical assistance organization,
-as well as the creation of rapid response medical units in more than 50 areas in Germany.
In parallel, the government plans to establish a new structure called the “Kommando zivile Verteidigung” (Civil Defense Command), which will coordinate civil and military defense.
The plan also envisages the introduction of civil protection lessons in schools and unified training standards for situations related to chemical, biological, radiological and nuclear (CBRN) hazards.
The NINA application will also play an important role, through which citizens will not only receive emergency alerts, but also instructions for the fastest route to the nearest shelter. The system will include bunkers, metro stations, tunnels and underground parking lots adapted for emergencies.
" We are strengthening population protection and civil protection. With a clear stance on hybrid threats and with continued support for volunteer forces. We are linking military and civil protection for more security and stability ," Interior Minister Alexander Dobrindt told Bild.
The plan comes at a time when security concerns in Europe have increased significantly following the war in Ukraine and ongoing tensions between Russia and NATO countries. /Pamphlet
