15 points to stop the crisis: what Washington wants and what it offers Tehran
Following US President Donald Trump's recent statements about progress in negotiations with Iran, details have been made public about a possible agreement plan between Washington and Tehran.
The US administration has formulated a total of 15 conditions for Iran as a basis for ending the war. According to the report, the conditions appear to cover all the strategic goals of the United States and Israel, as they have been shaped in the context of the conflict.
According to Israeli media reports, there is concern in Jerusalem that the Trump administration is aiming for a quick agreement "in principle", without setting as a final condition the full implementation of the demands on Iran before the cessation of hostilities.
Sources familiar with the discussions say close Trump aides, including Jared Kushner and Steve Witkoff, have proposed a process that would involve a month-long ceasefire. During that period, the sides would negotiate a detailed 15-point agreement, based on a model used in previous U.S.-brokered agreements in Gaza and Lebanon.
Trump himself declared a day earlier that "significant convergence" had been reached on several key issues of a possible agreement, confirming that indirect contacts with Iran are underway.
However, the prospect of a quick, non-detailed agreement has raised concerns at Israeli political and military levels. According to the same sources, there is a risk that Iran could take advantage of a premature cessation of the conflict before all the terms are clearly defined.
The proposed draft includes a series of detailed demands on Iran. In the nuclear plan, Tehran must dismantle existing capabilities, permanently stop any efforts to build nuclear weapons, and abandon uranium enrichment on its territory. It also stipulates the handover of enriched uranium stocks and the dismantling of major nuclear facilities such as Natanz, Isfahan, and Fordow, under the full supervision of the International Atomic Energy Agency.
On the regional and military front, it is required that Iran renounce support for its allies in the region, stop financing and arming them, and limit its missile program. It is also envisaged that the Strait of Hormuz will remain open to international navigation.
In exchange, the United States and the international community would offer the complete lifting of sanctions on Iran, support for the development of a civilian nuclear program, and the elimination of the "snapback" mechanism, which allows for the automatic reinstatement of sanctions.
Points of agreement
-Iran must dismantle its existing nuclear capabilities.
-Iran must commit that it will never seek to possess nuclear weapons.
-Uranium enrichment will not be allowed on Iranian territory.
-Iran must hand over its stockpile of about 450 kg of 60% enriched uranium to the International Atomic Energy Agency (IAEA), according to an agreed deadline.
-The nuclear facilities at Natanz, Isfahan and Fordo must be dismantled.
-The IAEA must have full access, transparency, and oversight capacity inside Iran.
-Iran must abandon the model of "proxy forces" in the region.
-Iran must stop financing, directing, and arming its regional allies.
-The Strait of Hormuz must remain open and function as a free maritime corridor.
-Iran's missile program must be limited in both range and number, with limits to be determined later.
-Any future use of missiles should be permitted only for self-defense purposes.
-Complete lifting of international sanctions against Iran.
-The US will assist Iran in developing its civilian nuclear program, including power generation at the Bushehr power plant.
-The "snapback" mechanism, which allows for the automatic reinstatement of sanctions, will be removed.
