
Ukraine submitted its updated version of the peace plan to the United States on Wednesday, Volodymyr Zelensky confirmed. He said territorial issues remained "under discussion" and added that Ukrainians should have a say in any land concessions through a referendum.
Zelensky says the US has proposed creating a "free economic zone" in the Donbas area from which they want Ukraine to withdraw, but Russian troops will not advance into the territory.
"Who will govern this territory, which they call a 'free economic zone' or a 'demilitarized zone,' they don't know ," he told reporters in Kiev.
Zelensky said Ukraine did not believe the plan was fair without guarantees that Russian troops would not simply take the area after a Ukrainian withdrawal.
"If the troops of one side should withdraw and the other side stays where it is, then what will stop these other troops, the Russians? Or what will stop them from disguising themselves as civilians and taking control of this free economic zone? All this is very serious. It is not a fact that Ukraine would agree to this, but if we are talking about a compromise, then it should be a fair compromise ," Zelensky said.
Zelenskyy added that Russian withdrawals from pieces of land in the Kharkiv, Sumy and Dnipro regions are also being discussed with the US.
He also denies the existence of a US-imposed Christmas deadline, saying instead that Washington only wants an "understanding on the status" by then.
He further emphasized that his team held another discussion today with Donald Trump's most important envoys, where they discussed security guarantees. Marco Rubio, Pete Hegseth, Steve Witkoff, Jared Kushner and three US military officials were present, as well as NATO Secretary General Mark Rutte.
"We highly appreciate the active work of the American side at various levels. This demonstrates the seriousness of America's goals and its commitment to achieving results ," Zelensky wrote on 'X'.
