If SPAK is looking for evidence of corruption affairs, government clientelism, theft of public property and construction crime, it can find it at the "Tirana Cielo" residential complex in front of TEG, where Gaz Demi, Olsi Rama, Endri Meksi, Rrok Gjoka and co. and also Prime Minister Edi Rama.
By Decision No. 12, dated June 7, 2016, the National Council of the Territory, with the signature of the chairman Edi Rama, has granted a development permit to the company "Urban Garden" for the construction of the residential complex "Tirana-Cielo" in the area of Farka.
The construction permit of "Tirana-Cielo" has been granted for a residential complex for the elderly, with 8 buildings of 2, 5 and 6 floors and with 1 underground floor, even Bablok has given the permit on arable land, without alienating it previously on the grounds as required by the building security law.
As we said, Babloku gave the construction permit to the firm "Urban Garden", with the address: "Mesta, Skopje-Macedonia", and owned by the Macedonian citizen Abdullah Tajari; a company with 1 employee named Aida Bathorja and with a capital of 100 thousand ALL, but has built a complex of 110 million Euros and has no tax balance.
The Macedonian who received the permit is Abdullah Tajari, partner-in-law of Gaz Demi, intermediate partner with Olsi Rama in this company and in the Chinese company that would buy the "Plazza" hotel, but also partner with Endri Meks in this company and in the company " Urban Energy Albania Sh.pk".
Although the National Council of the Territory gave the development and construction permit to the company "Urban Garden", the entire complex is being built and is being sold by the company "Gjoka Sh.pk" of Rrok Gjoka, the krushku of Gaz Dem and the builder of Rruga e Arbëri Kardhiq-Delvin road.
It should be investigated, because Rrok Gjoka does not have a construction contract, a deed of ownership and sale of the apartments of the "Tirana-Cielo" complex, but there is also no declaration of the source of financing 100 million Euros and income and profits from this business.
The scandal with the "Tirana-Cielo" complex lies in the fact that the construction and development permit was granted for the "Residential Center for the Elderly" facility with 8 buildings, while the partners Gaz Demi, his Macedonian brother-in-law Abdullah Tajari, Olsi Rama, Rrok Gjoka and Endri Meksi have built a residential complex with 18 residential buildings of 6 floors.
The permit was granted for a complex with a total area of 52 thousand 400 m2 of buildings and surroundings, while the brother and the Klintelist group of Bablok were allowed to occupy 119 thousand m2 of land, 67 thousand m2 of which are state property robbed by them.
As it seems, these have also 'eaten pears' behind the backs of Bablok, Lali Eri, the State Police, the Construction Inspectorate of the Municipality of Tirana and the National Inspectorate of the Territory, which discover the fakirs who push the fence 10 centimeters into public land and repair it stairs without permission.
SPAK should investigate this construction crime and theft of public land; while Babloku, if he and Olsi do not participate, let the state confiscate it and use it as a center for the elderly, as the facility of the permit has./ Pamphlet
