On the 15th anniversary of January 21, 2011, the majority is preparing a parliamentary decision that requires the execution of the Strasbourg Court's decision on state crime. The scheme foresees a direct request to the Prosecutor General and the involvement of the State Police in the investigation, bypassing SPAK. This action creates an institutional precedent that weakens the constitutional role of the Special Prosecution Office and signals an open clash with the architecture of justice reform, with expected consequences in relations with the US and the EU.
The government has organized a solemn event for the event of January 21, 2011, as it marks the 15th anniversary. In addition to the expected rhetoric, the majority has prepared a strong institutional offensive.
It is learned that the majority will request a parliamentary decision to implement the decisions of the Strasbourg Court, which has qualified the event as a state crime. The parliamentary decision is expected to put SPAK at the center of criticism as an institution that has avoided investigating the matter. Parliamentary sources indicate that a long and argued version has also been prepared, which has long been forwarded to Western chancelleries.
Meanwhile, according to sources close to the majority, the Assembly will simply request the execution of the decision for the “state crime.” These same sources emphasize that the Assembly will ask Prosecutor General Olsian Çela to implement this decision.
This is a sensational development, as we are dealing with a flagrant deviation or circumvention of the Special Prosecution Office against Corruption and Organized Crime, which has a constitutional obligation to investigate senior state officials.
In a perfidious manner, the General Prosecutor's Office used a similar scheme in the case of Judge Irena Gjoka, who is in charge of the file against Sali Berisha in the Partizani club case. Berisha and his circle reacted emotionally, publicly welcoming the investigation launched by the General Prosecutor's Office against Irena Gjoka.
This action is unconstitutional, as according to the Constitution, judges are investigated only by SPAK. The opening of this precedent is expected to create a new unconstitutional path, which not only bypasses the Special Prosecution Office, but also deprives it of the real power recognized by the Constitution.
From what it seems, the scenario aims to open this path initially, and then move towards the dissolution of SPAK, perhaps even before 2028.
If the Parliament, as expected, will request an investigation from the General Prosecutor's Office on January 21, we are dealing with a strong institutional development. The scheme is expected to be this: Parliament will request the State Police to create an investigative core to investigate the case and then the file will be forwarded to the General Prosecutor's Office.
This is an open insult, not only to SPAK, but also to the US and the EU, which have directed investigations against corruption and organized crime towards the National Bureau of Investigation.
In response, the Assembly is expected to request the State Police to investigate the case in order to implement the decisions of the Strasbourg Court and the Supreme Court, with the aim of submitting the case to the General Prosecutor's Office.
This is no longer a simple precedent. It is a strong political act by Parliament that warns of the weakening not only of SPAK, whose mandate ends in three years, but also of the National Bureau of Investigation, which houses the most trained agents and is equipped with the most advanced technology.

Mesa duket, naltmadhënia e tij e ka patur nën mëngë Prokurorin e SPAK që ka bër hetimin për 21 Jenarin e 2011 ku u bë raprezalje ndaj qytetarëve të pa fajshëm. Tash që në krye të SPAK dhe BKH kanë ardhur 'sherifa" të tjerë, naltmadhënia , Fatmir Xhafa dhe Ulsi Manja e çojnë çështjen për hetim te benjaminët e tyre në Prokurorinë e Përgjithshme. Ky vendim nëse miratohet në Parlament është "Grusht Shteti"brënda Shtetit. Dhe një arsye më tepër që qytetarët të reagojnë për të mbrojtur Institucionet legjitime. Zgjedhjet janë kontestuar nga opozita dhe jo legjitimiteti i SPAK. Sali Berisha dhe Edi Rama kordinohen , janë bashkë dhe kanë të njëjtin hall.
Ky njeri cdo gje mund te bej tashme. E ka te shkruar ne balle qe eshte psikopat. Po tani eshte pak lakuriq. Shpifesire e kalbur politike.

E mori ate ftesen e Trump ku nuk e postoj cfare lloj lloj komenti nuk beri, shfaqej kudo triumfator, ndersa per akuzat e renda qe i behen per vjedhje trafik sherbetor i krimit organizuar nga SPAK, akoma nuk ka gjetur kohe te shprehet!!! Eshte i zhytur deri ne fyt dhe cdo akrobaci qe ben, vetem e diskrediton dhe me shume, dhe provokon durimin e nje populli te tere.
Eshte I vonuar. Kjo drejtesi me fytyren e Saliut, ka kohe qe kerkin revansh drejt konkretizimit te republijes se prokuroreve. Duhet zhbere prej themelit
