Prime Minister Edi Rama has emphasized that the process of Albania's integration into the European Union is one of the most important historical efforts for the country, emphasizing that it should not be seen superficially, but as an essential process that transforms the state and strengthens institutions.
During a presentation open to the public, Rama stated that it was deemed reasonable to explain this process more broadly, due to its complexity and the lack of complete information in the public opinion.
" We saw fit to make this presentation open, because it is important for public opinion to have an idea of the complexity of this great national effort to successfully carry out the membership negotiations. What is being talked about in public is very much reduced to things that are either very basic, or unrelated to this process ," said Rama.
He emphasized that the integration process has a heavy burden and requires broad institutional commitment, appreciating the work of the negotiation team and ministers directly involved in this process.
According to him, beyond the approval of reforms and measures in Brussels, the greatest benefit of this process is the increase in the country's institutional capacities.
" What is most valuable is that this process substantially increases the institutional capacities of the country. It is an irreplaceable process that transforms the state and gives institutions a power and a capacity to act that they have never had before in our history ," the prime minister said.
He added that this increase in capacities also brings about a strengthening of the legal order in all aspects.
Rama then provided an overview of the progress and challenges within the framework of negotiations with the EU, highlighting several key areas that require improvement.
One of the main issues he raised was public procurement, where according to him progress has been made, but the required level has not yet been reached.
" It is imperative that we move from the red light to the green light in public procurement. We have made great progress, but we are not yet in the framework of good progress that implies the full fulfillment of this aspect, " said Rama.
He also underlined the importance of continuing to modernize this system, including the use of artificial intelligence to increase transparency and efficiency.
The Prime Minister also mentioned financial control as another area where progress remains limited, while emphasizing that the biggest challenge is related to food safety and consumer protection.
"The challenge of challenges is food safety and consumer protection as a whole," he said.
Rama set a clear time frame for the fulfillment of these priorities, emphasizing that by 2027 Albania must have achieved concrete results. “2027 must find us with achieved objectives,” said the Prime Minister.
The Prime Minister also had a message for justice institutions, asking them to increase standards and professionalism.
" This process consolidates the justice institutions, which have moved to another phase, as they have the independence they have never had. In the consolidation process, they must increase professionalism, impartiality and quality of services. This process ensures the fight against corruption, not simply as a fight that takes place on the front between justice institutions, but also on the front of modernization, institutional transformation and the realization of a capacity of the entire state to prevent it from developing in gray areas or in the absence of safe institutional channels ," said Rama.
