Flamur Noka signs the official instruction for the analysis in each branch, the structures are racing against time to save what is left
Following the start of Ervin Salianja's meetings with the Democratic Party base in Durrës, the central leaders of the DP have reacted by activating a broad analysis process in all branches of the country, which aims to understand and address the reasons for the loss of the May 11, 2025 elections.
An official instruction signed by Secretary General Flamur Noka, distributed on December 2, obliges all local DP structures to conduct an in-depth analysis in each polling station, with a focus on historical comparison of the result, assessment of internal organizational factors, as well as responsibilities that led to the deterioration of electoral support.
Part of this analysis will also be candidates for deputies and any member who wishes to express their opinion.
The process will be led by Special Coordinators appointed by the central headquarters, who will oversee the development of meetings in each region and will report week by week to the party chairman and secretary general. Any findings and proposals for organizational improvement will be noted and summarized in a Final Report to be submitted by January 31, 2026.
From the content of the instruction, it is clearly understood that the DP is in a deep structural crisis, where it is required to identify those responsible and weaknesses, but also to pave the way for new elections in the branches led by commanding figures.
Meanwhile, the analysis process is being accompanied by silent preparations for changes to the statute and reformatting the base, which could translate into an internal competition for control of the party, following successive legitimacy crises.
The move comes at a time when Democrats are divided, with the base openly demanding accountability and new direction.
Salianji was one of the first figures to break his silence after the defeat, and it seems that his move to Durres has forced the blue headquarters to rush with a strategy aimed at preventing the slide towards the total dissolution of the party on the ground.
What remains to be seen is whether this analysis will actually serve reform, or whether it will be a maneuver to cushion the pressure of discontent and protect the status quo at the top of the DP. The results are awaited with interest, but above all with distrust from the grassroots.

ON THE INTERNAL ANALYSIS PROCESS AFTER THE MAY 11 ELECTIONS"
In support of Article 46 of the Statute of the Democratic Party, following the decision of the Presidency of the Democratic Party of November 3, 2025 to initiate the internal analysis process regarding the general elections of May 11, 2025, as well as following the decision of the Presidency No. 86, dated 18.11.2025 "On the opening of the election process in several DPA Branches",
I INSTRUCT:
1. In all branches of the Democratic Party, the process of internal analysis regarding the General Elections of May 11, 2025, should be initiated, focusing on the following objectives:
a) analysis of the result in each polling center and comparison with the electoral history of the Democratic Party (2009-2025), fully identifying all circumstances that have positively or negatively influenced the result according to each polling center;
b) analysis of internal organizational factors at the section, group section, branch and candidate levels that have positively or negatively influenced the result,
c) analysis of the need for improvement of internal organizational factors - at the section, group section and branch level, relevant responsibilities, proposing suggestions to the Party's governing bodies regarding the need for improvement of internal organization or changes to the Party Statute.
2. The analysis at the Branch level is led by the Branch Presidency, under the responsibility of the Special Coordinator of the Party Chairman who leads this process. In order to guarantee a comprehensive, transparent and fair analysis, while respecting the principle of avoiding conflict of interest, one or more Special Coordinators are appointed to lead the analysis process in each district, according to the list and division in Appendix 1 attached to this instruction.
3. The Special Coordinator at the regional level immediately contacts the President and Secretary of the Branch to schedule a meeting of the Branch Presidency, with the agenda: "Determining the calendar of meetings for conducting the analysis". He ensures that all members of the Presidency are regularly notified.
4. Meetings to conduct the analysis will be held at the Regional level (one or several group sections together) or at the group section level, according to the assessment made by each Party Chairman at the local level. The meeting calendar is made transparent to every member of the Democratic Party in the respective region or group section. Branch structures, candidates for deputies and every member of the Democratic Party who adheres to that group section are invited to participate in the meeting. The Chairman and the Secretary of the Branch, as well as the members of the Party Chairmanship covering the respective territory, are required to participate in each meeting.
5. Mbledhja e analizës drejtohet nga Koordinatori i Posaçëm, i cili siguron që secili anëtar i partisë të ketë mundësi të shpreh lirisht mendimin e tij mbi të tre objektivat e analizës të përcaktuara në pikën 1 të këtij urdhri, si dhe të respektohen parimet e funksionimit të partisë të saksionuara në nenin 9 të Statutit të Partisë. Ai kujdeset që secili mendim i shprehur të regjistrohet dhe mbahet shënim saktësisht siç është shprehur.
6. Koordinatori i Posaçëm raporton në mënyrë të përjavshme mbi ecurinë e procesit të analizës tek Kryetari Partisë dhe Sekretari i Pergjithshem. Gjatë ushtrimit të përgjegjësive të tij sipas këtij udhëzimi, Koordinatori i Posaçëm mund të kërkojë që të ndihmohet nga një grup pune për secilin qark, që përbëhet nga anëtarë të Këshillit Kombëtar të PD, duke respektuar parimin e shmangies së konfliktit të interesit. Në rast se kërkohet, numri dhe përbërja e çdo grupi pune për secilin qark caktohet nga Sekretari i Përgjithshëm, në bashkëpunim me Kryetarin e Këshillit Kombëtar.
7. Në përfundim të të gjitha mbledhjeve sipas pikës 4 të këtij udhëzimi, përpara hartimit të Raportit të Analizës për secilën degë dhe në nivel qarku, Koordinatori i Posacēm analizon gjetjet në një mbledhje të posaçme të Kryesisë së Partisë në secilën Degë brenda qarkut që mbulon. Pasi ka diskutuar gjetjet edhe me Kryesinë e Partisë, Koordinatori i Posaçëm harton Raportin Përfundimtar të Analizës, të cilin ja njofton Kryetarit së Partisë dhe Kryesisë së PDSH, brenda dates 31,01,2026. 8. Kryesia e PDSH mert në shqyrtim te gjitha Raportet e Analizës për secilin qark, dhe analizon nevojën për përmirësim të faktorëve të brendshëm organizativ -në nivel seksioni, grupseksioni dhe dege, apo struktura qendrore të Partisë, përgjegjësitë përkatëse, duke propozuar sugjerime për organet drejtuese të Partisë lidhur me nevojën e përmirësimit të organizimit të brendshëm apo ndryshimeve në Statutin e Partisë.
9. Për degët e Partisë që janë përfshirë në procesin zgjedhor sipas vendimit nr. 86, datë 18.11.2025, procesi i analizës do të kryhet sëbashku me proceset statutore zgjedhore. Për këtë arsye, sipas udhëzimeve të KOKOE ata ndjekin edhe procesin zgjedhor në Degët përkatëse që përfshihen brenda qarkut ku janë caktuar përgjegjës, duke ndjekur zbatimin e udhëzimit nr. 5, datë 25.11.2025 të Sekretarit të Përgjithshëm "Mbi mbajtjen e zgjedhjeve në Degët e Partisë Demokratike me Drejtues të komanduar".
10. Ngarkohet Sekretariati Organizativ, të gjitha Degët e Partisë Demokratike, si dhe Koordinatorët e Posaçëm, për ndjekjen dhe zbatimin e këtij udhëzimi.
11. The Party's Organizational Secretariat is charged with informing all Party Branches of this instruction, as well as the Branch Secretaries with informing all members of the Branch Presidency and Heads of Group Sections.
