The Democratic Party has sent a proposal to the Assembly requesting that MPs fill out a self-declaration form on whether or not they have used the SkyEcc and EncroChat applications. The document bears the signature of the chairman of the Democratic parliamentary group, Gazment Bardhi.
"Serious suspicions have been raised by various media sources that the documents sent by the French, Belgian and Dutch justice authorities reveal communications between other MPs and exponents of organized crime, for the purpose of carrying out illegal activities ," reads Bardhi's letter to the Speaker of Parliament, Elisa Spiropali.
He emphasizes that these suspicions raise questions about the integrity of the deputies, as well as the Albanian Parliament itself.
"Therefore, it has been proposed that every deputy of the Albanian Parliament be required to complete the self-declaration form "On the use of the SKY ECC and ENCROCHAT applications ," writes the head of the DP Group, adding that the form will be based on the model used for State Police employees.
"As an expression of full willingness to approve this provision, the MP proposing this draft decision will submit the completed self-declaration form "On the use of the SKY ECC and ENCROCHAT applications", stated Bardhi.
The proposal is expected to be reviewed on January 17, at 10:00, at the meeting of the Council on Rules of Procedure, Mandates and Immunity.

Various media sources have raised serious doubts that the documents sent by the French, Belgian and Dutch justice authorities reveal communications between other MPs and exponents of organized crime, for the purpose of carrying out illegal activities. These doubts raise questions about the integrity, ethics and credibility not only of the MPs, but also of the institution of the Albanian Parliament itself, whose fundamental function is to ensure the dignified representation of citizens and a law-making process guided by the public interest.
Members of the Albanian Parliament, as representatives of the citizens, must embody the highest standards of professional and moral integrity, ethics and legality. The existence of communications in encrypted applications, which are widely known to have been used by criminal groups for the purpose of carrying out illegal activities, seriously damages the reputation and credibility of the members of the Parliament and the Albanian Parliament.
Therefore, based on the model used for State Police employees, approved by order no. 196, dated 04.12.2023 of the Minister of Interior, in order to maintain the highest ethical and integrity standards, it has been proposed that every member of the Albanian Parliament be required to complete the self-declaration form "On the use of SKY ECC and ENCROCHAT applications".
Article 62/2, proposed to be added to the Rules of Procedure of the Assembly, provides, in addition to the obligation to complete the self-declaration form, the self-declaration model, the deadline for submitting this form, the administrative structure, the consequences of completing it with false data, publication on the official website of the Assembly, in accordance with the principle of transparency, and forwarding it for information to the Special Prosecutor's Office against Corruption and Organized Crime. As an expression of full willingness to approve this provision, the deputy proposing this draft decision will also submit the completed self-declaration form "On the use of SKY ECC and ENCROCHAT applications".
