The Prime Minister has given a lecture to MPs on the EU membership process, calling for greater commitment to recognizing the process, and especially the adoption without debate of laws consulted with the European Commission...
Prime Minister Edi Rama chaired a meeting of the Socialist Parliamentary Group, which was held at the Brigades Palace, under tight security measures.
The meeting, organized with pomp, resulted in a few-minute lecture that the Prime Minister gave to the MPs, who did not hesitate to expose them as ignorant, in relation to the EU membership process and the criteria that Albania must meet.
"Even today, even within our parliamentary group, and let alone within the party and in public opinion, there is no clear understanding of what the point of view of the challenge and the burden of obligations means, fulfilling the conditions to successfully exit the negotiation process and then fulfilling the conditions to cope with inclusion in a new reality, a market of 450 million people, where an integrated Albania will be a drop in the ocean. The challenge for the productive sector and institutions will be multiple ," said Rama.
The Prime Minister particularly focused on explaining what he considered an "intermediate phase" for which he said negotiations are being held to gain a 5-year period in meeting the criteria regarding food security, which he said is untenable under current conditions.
" It is a phase that has been applied before. Croatia gained 10 years to meet the criteria after accession. We are asking for 5 years in terms of food safety criteria. Great strides have been made if we refer to those slaughterhouses that were on the road, but we still have a lot to do in meeting the EU criteria in this regard ," said Rama.
And following the explanations, the Prime Minister stated that at the moment of membership and then when the interim period ends, no food produced in Albania will be able to be sold abroad, which means that even in Albania they can be blocked if they do not meet the criteria.
" In the most pessimistic scenario, it means that everything we eat will be imported. For this reason, it takes a great deal of work and a great deal of determination on our part as decision-makers to not forgive anything and anyone in the name of the need to continue working. Everyone will be placed in strong positions of responsibility and work, because in the best case scenario, there are only 10 years ahead. We do not have the freedom to discuss after negotiating, " said the Head of Government.
Following his speech, the Prime Minister asked two ministers, Majlinda Dhuna and Adea Pirdeni, responsible for negotiations with the EU, to explain in detail the entire process, to provide detailed information about the path that Albania has in finalizing this objective, so that they can help with their experience and specific profiles.
" A lot more work is needed to explain to the group and to be heard, a lot more mutual information is needed so that all MPs, who can contribute to a drafting process, are informed. It is a necessary format ," said Rama.
For the Prime Minister, in the EU accession process, the adoption of laws in accordance with European Union directives is also very important.
" Negotiations on a draft that enters into the entire vast and complex mechanism of the architecture of European law, is negotiated with the commission, imposed on the government and comes to Parliament. When it comes to Parliament it must be approved, not discussed, because to enter into the discussion of such a law we must first discuss whether or not we should enter the EU."
Rightly so, some friends and colleagues make the mistake that I once made. A draft arrives from the government after it has been agreed with the commission and they start referring to other EU countries.
Look, France doesn't have it like that, nor does Germany or Croatia. My friends, I am sharing this with you as an experience and hoping that you know that I am not easily swayed, I invite you to be swayed on this point.
To do it like France, you have to be France, we are Albania.
We didn't ask for you to be part of us, you asked for it and we are happy to have you as part of us.
"The whole process has brought about aggravation of conditions for what came after; those who entered the EU initially from the former communist empire of the East had an easier process and became members with much fewer conditions ," he said.
The Prime Minister did not forget to say that the EU membership process has become more difficult. In this context, he said that those who have previously entered the EU have had an easier process, as there were fewer conditions.
" Today there are many more conditions than before. Today we have conditions that even Croatia would not have imagined at that time ," Rama said.
