The joint proposal of Aleksandar Vučić and Edi Rama that Serbia and Albania not "rush" towards full membership in the European Union, but instead aim first for integration into the single market and the Schengen area, is causing strong political debate in Belgrade and Tirana.
In a joint article for the German daily Frankfurter Allgemeine Zeitung, the two leaders argue that expanding participation in these mechanisms would bring tangible benefits to citizens and would simultaneously strengthen the EU's economic and geopolitical position.
Essentially, Rama and Vučić suggest an accelerated integration model, where prepared candidate countries are included in the common market and the Schengen area, avoiding the tension between the desire of aspiring countries for membership and the hesitation of some member states for further enlargement.
According to them, this would make the process more acceptable to public opinion in EU countries, while producing concrete benefits for the Western Balkans.
But in Serbia, the initiative has been met with deep skepticism. The harshest criticism has come from opposition leader Dragan Djilas, who sees the proposal as evidence that Vučić does not really aim for full EU membership. According to him, the proposed model would allow Belgrade to benefit from free movement and the common market, without implementing the essential reforms that Brussels demands: the rule of law, an independent judiciary, a free media and a real fight against corruption.
From this perspective, the idea of “Europe without political conditions” is seen as an attempt to reap the economic benefits of integration without affecting the structure of power. The Serbian opposition argues that the EU is not only a market and free movement, but above all a system of values and institutional standards that limit executive power. Without these reforms, any partial integration would be a technical solution, not a democratic transformation.
In Tirana, Rama has presented this approach as pragmatic and in the interest of citizens, emphasizing that the enlargement process has entered a complex phase and that strategic flexibility is necessary. However, the essential question remains: is this a step towards the EU or an alternative that replaces it?
From a geopolitical perspective, the proposal signals a new reality: EU enlargement is no longer a linear and secure process, but a continuous negotiation between national interests and the Union's institutional capacities. For Albania and Serbia, the dilemma is not just how quickly to join the EU, but in what form and at what political cost.
Ultimately, the debate touches on the essence of the European project in the Balkans: is deep institutional and democratic transformation the goal, or just functional economic integration? The answer to this question will determine not only the fate of the negotiations, but also the model of the state that will be built in the coming decades./ Pamphlet

Gjatoshi serb e do një dorë në bakllava e një dorë në revani. I dyzuar midis perëndimit dhe lindjes(Rusisë dhe Kinës).
