
The power to bring the entire state apparatus to its knees under the orders of Klodian Zoto has never been left by Lefter Koka who is in prison today, neither by Arben Ahmetaj who is on the run, nor by Damian Gjiknuri who has been dismissed from party functions and nor Erjon Veliaj, whose SPAK seized the Tirana incinerator.
After every step taken by the prosecutors in the incinerators file, the belief that the affair was directed by the highest level of the executive, which is the office of Prime Minister Edi Rama, is strengthened. But none of the subordinates directly mentioned Edi Rama and his responsibility for the corruption with the incinerators. He continues to direct his closest collaborators to the mouth of SPAK, always repeating that "responsibility is personal". But despite being tight-lipped in order to preserve the honor of the organization, the signals of Ahmetaj, Gjiknuri or Veliaj that hint that Edi Rama is behind the affair, have not been missing.
Ahmetaj "I am not the king"
When he was still at liberty, in the Opinion studio, former Deputy Prime Minister Arben Ahmetaj said that he could not have all that power to order all the ministers, even the municipalities, to realize the incinerator projects. "How can you be the 'head' of the incinerators and have supernatural powers and take all your colleagues and do all this? I was not strong enough to set in motion the entire government, the municipality. I don't have superpowers, man, I'm not a guru, to bring everyone together in the government and throw the firms to the incinerators. I had to be Guru to get the prime minister" said Ahmetaj, who in the meantime had felt the distancing of his colleagues and had heard rumors about his imprisonment in the party. Gjiknuri and protection by the decision of the Council of Ministers
The decision to dismiss Damian Gjiknuri as General Secretary of the Socialist Party left many with the impression that Rama let go of the former Minister of Energy. A few days ago, it was discovered that the invoices of the hotel where Damian Gjiknuri had stayed, paid by Klodian Zoto, had been administered in the SPAK file.
Sali Berisha said that Gjiknuri was involved in the issue of incinerators with an authorization for the production of energy in the incinerator plant of Elbasan, from which the citizens benefited from 2% of the energy, while the concessionaire benefited from 98%. But Gjiknuri did not accept this charge, leaving the decision to the Council of Ministers.
When journalists asked him about the incinerator in Elbasan, he said that he had taken with him a decision of the Council of Ministers, which "if he did not implement, he would violate the law".
"Here there is a government decision, there is a decision of the Council of Ministers, there is also a decision of the Council of Ministers regarding the rules of the power plant and everything has a legal basis. It is enough for a journalist to take a lawyer and ask: Has the decision been made in accordance with the law and the decisions of the Council of Ministers in force? This work is so simple," said Gjiknuri, leaving the responsibilities to the Council of Ministers, headed by Rama.

Shkoj unë në burg nëse një ditë them nuk do t’i coj plehrat aty” tha Veliaj për t’u mbrojtur nga dyshimet për korrupsion që ngërthen kontrata për trajtimin e mbetjeve të Tiranës.
“Nuk e kam firmos unë kontratën. Kontrata është me qeverinë për të gjithë operimin e qarkut” përsëriti ai në studio. “Nëse në atë kontratë ka probleme, secili të mbajë përgjegjësinë sipas ligjit” shprehej kryebashkiaku duke larë duart nga implikimi në këtë aferë.
