
The Special Appeal has upheld the first instance decision for the former mayor of Himara, Jorgo Goro, sentencing him to 3 years and 1 month in prison, a sentence which was reduced to 2 years and 20 days due to the summary trial.
Goro was convicted of the criminal offense of "abuse of office" on two counts and failure to declare assets.
The appeal confiscates the apartment of about 81 square meters that was in the name of businessman Gentian Sula. The first instance previously decided to return the apartment to the firm.

The Special Court of Appeal for Corruption and Organized Crime, with a panel composed of judges Daniela Shirka (presiding), Dhimitër Lara (member) and Miliana Muça (member), on 22.07.2025, announced the decision regarding the case registered with no. 44 act, date 03.06.2025 registration, on the appeal filed by the Special Prosecutor's Office against Corruption and Organized Crime, and the appeals filed by the defendants JG, V.Gj. and JB, against decision no. 25, date 13.03.2025 of the Special Court of First Instance for Corruption and Organized Crime, and decided:
1 - Enforcing decision no. 25, dated 13.03.2025 of the Special Court of First Instance for Corruption and Organized Crime, with this amendment:
The following property is ordered to be confiscated:
- Apartment registered with property no. ***, volume ***, page ***, cadastral area ***, with an area of 81.41 (eighty-one point forty-one) m2, located at ***, together with the item seized from citizen EV with the seizure report dated 03.07.2024, black key, with the inscription “***”, with code “***”.
2 - Dismissal of the appeal of the appellant Company “***” shpk, against decision no. 25, dated 13.03.2025 of the Special Court of First Instance for Corruption and Organized Crime.
3 - The costs of the appeal trial are borne jointly by the defendants.
