In the latest European Commission report on the rule of law in Albania, published on 11 July 2025, the Supreme Audit Office (SAO) is ranked as one of the most important and effective institutions in the fight against corruption, alongside SPAK. The assessment for this institution is based on its concrete contribution during 2024, including the referral of cases with criminal elements and requests for investigations into a number of other issues.

The report highlights that unlike institutions that have often been reluctant to cooperate with justice, the SAI has demonstrated a sustained and proactive commitment. While the lack of coordination among other institutions remains a recurring concern, the SAI is presented as a functional model, contributing to the building of effective accountability and transparency mechanisms.

The institution has preferred to focus on strengthening the audit function and increasing professional capacity, staying away from the often noisy and politicized media debate. To articulate a clear institutional stance, the head of the SAI, Mr. Arben Shehu, chose a symbolic moment: May 25, 2025, the 100th anniversary of the establishment of this institution.

The statement made on this date is now confirmed by the European Commission as being in full compliance with the institutional philosophy followed by the SAI: transparency, professionalism and independence. This assessment places the SAI in a central position in the control and audit system in the country, distinguishing it as an important factor in Albania's efforts to strengthen the rule of law and European integration./ Pamphlet
