Even when it comes to the water supply of the village where politicians, oligarchs and the corrupt have villas, Shkëlqim Kupa and the octopus of affairs Spartak Kovaçi, have not kept their hands.
It has long been suspected of a terrible corruption scheme between Çim Kupa and the director of Durrës Water and Sewerage, Spartak Kovaçi, stealing public money with predetermined tenders and false situations for unfinished works.
All the main tenders were awarded by Kovaci to Kupa, who allegedly paid 30% to the Director, in forms that SPAK can easily document.
This time, the duo was caught dividing the bags of money in the tender worth 1.7 million euros for the construction of the water supply of the villages of Lalz, Bize, Draç and Shetaj, Administrative Unit of Ishêm, Municipality of Durrës.
Initially, Spartak Kovaçi, as usual, gave the tender to Shkëlqim Kupa company, with bargaining on the table, then concluding the contract. (The entire administration of the water supply before and after the announcement of bankruptcy due to corruption, worked and made tenders for Shkëlqim Kupa, an ATM of Spartak Kovac's public money).
Shkëlqim Kupa has started the Lalzi water supply works, creating false situations for work that does not exist. Only by cheating with the transport of excavated material, filling with sand and filling with gravel, 230 million ALL were stolen.
The thefts were detected by the High State Control during an audit of the corrupt activity of the Durrës Waterworks, under the direction of Spartak Kovac, who a few months ago also announced the bankruptcy of the waterworks.
Kovaci i Durrës has awarded the Cup with the main tenders, worth tens of millions of euros, where several million euros are suspected to have been stolen, implementing the same scheme.
Kovaci has given the following tenders to the Cup by bargaining at the table:
- Reconstruction of the existing network of the city of Durres, area 14, Durres Municipality (2 million euros).
-Reconstruction of the water supply system, Center sector, Sukth administrative unit, Durrës Municipality,
-Rehabilitation of water supply lines in neighborhood no. 15, former Pasta Factory, "Dardania" Street, "General Telin", "Vëllezërit Frashëri", "Pjetër Budi", Durrës Municipality.
-Improvement of water supply, Unit Adm. Rrashbull, Ballë Neighborhood, Durrës Municipality.
-Construction of white water channel Lgj. No. 4 Egnatia Street Railway Directorate, Danube, Mortgage and 'Adria' Street at Dajlani Bridge
-Rehabilitimi i rrjetit të ujësjellësit në zona në Lagjeve Nr.1, Nr.4, Nr.5, Nr.8, Nr.18, Bashkia Durrës.
-Rehabilitim i rrjetit të kanalizimeve në zonën e qytetit, Bashkia Durrës.
-Rehabilitimi i digës së ujëmbledhësit Arapaj 1.
-Rikonstruksione në rrjetin ekzistues të qytetit të Durrësit, Zona 13/2 dhe ndërtimi i Depos 2/2,Loti I, Bashkia Durrës.
-Përmirësimi i furnizimit me ujë Lagjia Nr 1, Vadardhë, Njësia Administrative Sukth Bashkia Durrës
-Ndërtim linje ujësjellësi për lidhjen e depos së re në Arapaj me rrjetin shpërndarës Plazh, Bashkia Durrës
-Rikonstruksioni i linjës furnizuese ne depon Nr.3 Arapaj, Rr. “Shkolla Arapaj”, Njësia Adm. Rrashbull, Bashkia Durrës
-Ndërtim rrjet kanalizimi i ujërave të ndotura, lagja nr 1, rruga “Kont Urani” dhe rruga “Ulliri i Cel Islamit” Bashkia Durrës
-Rehabilitimi i ujësjellësit të fshatit Jube ( zëvendësimi I linjës kryesore 250 PE) Njësia administrative Katund i ri, Bashkia Durrës.
-Rikonstruksion i rrjetit të ujësjellësit në fshatin Shënavlash, Nj.Adm.Rrashbull, Bashkia Durrës.
Lista është e gjatë. Vlera është dhjetëra milionë euro që kanë ndalë nga thesari i shtetit drejt llogarive të Kupa sh.p.k. Të gjithë tenderët janë diktuar nga Spartak Kovaçi.
Disa muaj më parë, një skuadër e BKH ka zbarkuar në zyrën e Spartak Kovaçit, duke i marrë telefonin dhe kompjuterin.
‘Pamfleti’ ka të dhëna se Shkëlqim Kupa është bashkëpunëtori kryesor i Spartak Kovaçit në vjedhjen e parave publike, duke shkaktuar edhe falimentin e ujësjellësit të Durrësit.
SPAK dhe BKH-ja duhet të hapë letrat e kompanisë së ndërtimit ‘Adriatik‘ me nipt J61807505I, që është në pronësi të Petrit Kovaçit, një aligator i vjetër korrupsioni.
Petrit Kovaçi është babai i Spartak Kovaçit. Petriti ka marrë mbi 30 milionë euro tenderë nga shokët dhe shoqet të birit në krye të bashkive dhe disa drejtorive të pushtetit të Bablokut.
Por, Petrit Kovaçi dyshohet se është nënkontraktuar për kryerjen e punimeve nga kompani që kanë fituar tenderë te Ujësjellësi i Durrësit, me në krye të birin Spartak Kovaçi.
Duhet të shihen transaksionet mes kompanisë Kupa sh.p.k dhe Adriatik sh.p.k.

Babai i Spartak Kovaçit, Petrit Kovaçit ka 50 % të aksioneve në kompaninë e hotelit, Adriatic Union, me anë të kompanisë së tij, Adriatik, me të cilën ka marrë dhjetëra milionë euro tenderë.
Gjysmën tjetër të aksioneve i ka Genti Klosi, vëllai i drejtorit të Tatimeve, Ceno Klosi. Genti, të cilit i kanë falur edhe një restorant në Tiranë, është mbulesa e Cenos.
Hoteli në fakt po ndërtohet nga Spartak Kovaçi dhe Ceno Klosi me para korrupsioni.
Nuk dihet nëse për të bërë punimet te hoteli, Kovaçi ka kontraktuar bankomatin e tij të parave publike, Shkëlqim Kupën.
