The Socialist Party claims to be a political force with internal democracy, but in reality it functions as a “Mayor’s Party”, where there is no room for dissent and no one dares to oppose Edi Rama’s personal monopolization of leadership. Those who have tried to offer alternatives outside the mayor’s line have gradually been removed from the leadership structures and replaced with loyal “soldiers”, aware of their role: to be “mummies” who raise their hands for every mayor’s decision.
The lack of democracy and the killing of the competition for leadership alternatives has guaranteed the eternal rule of Edi Rama at the head of the Socialist Party, without any sign of renewal of the leadership elite.
To sanction this control, after coming to power he changed the party's statute, removing the obligation to elect the chairman by congress every four years.
Edi Rama was first elected as leader of the Socialist Party on 9 October 2005, in a race presented as open and real, but practically a farce, using Rexhep Mejdani as the formal candidate. This process was boycotted by several senior party leaders, including Secretary General Gramos Ruçi, who refused to participate in the rigged congress.
After losing the 2009 elections, Rama and the renewed leadership with 80% new leaders, catapulted by the Municipality of Tirana, ignored the statute and refused the resignation of the mayor after the defeat. Without holding an electoral congress, Rama continued his rule, removing true socialist leaders who demanded open competition.
After the 2013 parliamentary victory, Rama did not allow an electoral congress for the chairman, while in January 2015, he eliminated any possibility of periodic elections for the chairman, by changing the statute and establishing this article: when the party is in government and the chairman is prime minister, elections for chairman are held only if 10% of the congress delegates request it and the majority of the delegates accept the request.
In practice, the SP delegates are mainly ministers, MPs, directors, mayors and patrons selected by a filter from the central leaders, making it impossible to collect 10% of the requests for the election of the mayor. Even if some delegates were to demand elections, the majority of the other 1,200 delegates would block the request and, in many cases, they would leave the structures as “enemies of the sultan”.
Although Edi Rama has been the leader of the Socialist Party for 20 years without being formally elected at the congress, he has systematically deceived the Office of the Political Parties Registry, by filing false documents every four years as if he had been elected at the party congresses. According to information from “Pamfleti”, this scandal was repeated in June 2025, when Rama declared himself re-elected leader for the 2025–2029 mandate, without any evidence being requested from the Office of the Political Parties./ Pamphlet
