Political parties have revved up their engines for the May 11 elections, although it is still too early for the official start of the campaign. The Socialists, as in 2017 and 2021, will enter the elections alone, while the Democrats led by Sali Berisha are attempting to create a pre-election coalition.
On the other hand, we have several new or small parties that are attempting to create their own alliances, but without being able to create a single coalition that could constitute a third political pole and, depending on the result, condition the creation of governing majorities.
So what is happening with the negotiations between the DP and those it considers allies?
So far, Berisha's Democrats have an alliance with Ilir Meta's PL, Vangjel Dula's PBDNJ, Nard Ndoka's PDK, and Fatmir Mediu's PR. An agreement is also being attempted with Agron Duka's PAA and Shpëtim Idrizi's PDIU.
With 3 of his allies, Ndoka, Mediu and Dule, Berisha seems to have it easier. Dule has sought a safe place on the lists for deputies. He has expressed interest in the Vlora district, where he could be ranked among the first 3 names on the safe list. Mediu also seeks a safe place for himself on the list of deputies, where the solution could be in Tirana, Fier or Korça. While Nard Ndoka has chosen Shkodra.
Agron Duka's PAA also expresses interest in at least two safe names on the list, one of which is Durrës and the other name to be listed in any of the other regions with the exception of Kukës and Gjirokastra, which have the smallest number of mandates in parliamentary representation.
Negotiations with Idrizi's PDIU seem more difficult due to the fact that Vangjel Dule is in the middle. However, opposition sources say that Berisha could bring Idrizi closer to 4 seats in what is considered a safe list, perhaps two in Tirana and one each in Fier and Elbasan.
And the last party, but one that seems most interested in a coalition with Berisha, as the latter also has a debt to repay to Ilir Meta, due to 2023, is the Freedom Party. The coalition is not being discussed with the latter, but how many safe seats will be made available to it.
Meta is in prison by order of SPAK and will attempt to gain freedom by winning the mandate of the deputy. The DP has brought him a safe place on the Tirana list, although Meta has declared that he will run but on what is considered an open list, so whether or not he gets the mandate of the deputy will depend on the preferential vote.
Beyond where Meta's name can be listed, the negotiations taking place between Flamur Noka and Tedi Blushi, mandated by the two respective parties, the DP and PL, are more like a bargain, over the number of MPs who will be under the PL banner in the Assembly formed after the May 11 elections.
It is learned that two names from PL will be on the safe list of Tirana, while 1 will be in Fier, 1 in Durrës, 1 in Korçë, 1 in Lezhë, 1 in Berat and 1 in Shkodër or Dibër. So if this scheme continues, PL will have at least 8 names on the safe lists, which can be translated into 8 mandates. All this seems not simply like a Berisha-Meta bargain, but like a trick that the DP is making to the PL, or more precisely as an attempt to keep a party with political oxygen that, due to games, installed political bargaining in the system.
